The deal, which would create the world's largest regulated electric utility, includes a proposed $2.25 billion in bill credits for Dominion's Virginia, North Carolina, and South Carolina customers. The trip to London — a city where Dominion Energy maintains no known operational headquarters — suggests a board-level or investor meeting tied to the transaction's international financing or regulatory outreach.
