Vladimir Potanin is Russia's second-richest person with a $29.7 billion fortune, primarily through his Interros holding company and 35% stake in Norilsk Nickel, the world's largest palladium and high-grade nickel producer. He served as Russia's First Deputy Prime Minister from 1996-1997 and built his wealth through the controversial loans-for-shares program.
